I'm pretty sure Boomer was in full possession of her faculties when she attempted to murder Commander Adama in the middle of the CIC. The look on her face, to me, just looked like she was surprised she did it, considering it was her first conscious, voluntary act of terrorism, since realizing, fully, that she was, indeed, a murdering, worthless toaster, with a sheet of skin over it.
